Temperature plays a big part here. Water is inherently lighter than oil. When heated by the light bulb at the bottom, its molecules spread out. It will become lighter, which will send it rising to the top of the lamp. At the top, its temperature will decrease, which will send it back down again, close to the light bulb. And this all will repeat until the bulb is turned off.
